Unhappy Central A/C frozen!

Hi folks, hopefully you can help. Money is very tight this summer and now my A/C unit has gone wrong. When it is running it is very noisey. Today I went into the basement and saw water on the floor. It came from the A/C line that runs from the A/C unit outside to the furnace inside. (I have a gas furnace) . I checked the line and it is frozen solid! Is there anything that I can do to check and fix this? It seems to me that there is a restriction somewhere but I don't know where to look. Thanks

ice is a result of one of 2 things

#1) lack of airflow....dirty filter, dirty blower wheel. clogged coil, blocked return vent..

#2) low refrigerant charge

if #1 checks out OK, you will have to get someone out there.
