Not enough heat

My house has 2 zone forced hot water by gas. At the end of last winter the first floor would not heat up to the thermostat setting. I turned the heat down to 64 during the day while at work. When I got home the thermostat reading would be a few degreees below 64. I would then set the thermostat at 72 to heat the place up and it would take an hour to reach 68-70. Out of curiosity I set the thermostat at 80 and it still would not go over 70. A pal who knows a little plumbing checked the thermostat and said it was ok. He pushed a lever on the furnace that he said overrode the thermostat and said the heat pump seemed ok. The baseboard pipes were warm. The house is 11 years old. I got to get this fixed before this winter. Any ideas what the problem could be? Should I call a plumber, a HVAC tech or the local gas company?

need INFO INFO HERE. How hot is the boiler set for ??????
You are sure that all the air is out??????
The boiled is full of water???????
How did he check the tstat?????
When you call for heat at the tstat the pump turns on ????
Dont you have 2 tstat??????

Go over this and see if we can help then call the gas company

The hot water heater is set at 160.
How can you tell if all the air is out?
How can you tell if the boiler is full of water? What is the boiler?
He put the thermostat in the freezer for a few minutes, took it out and the temp went up.
How can you tell when the heat pump turns on?
Have one tstat down stairs and one upstairs.
Had the gas company(NSTAR) do a fall check up last year and they said the furnace was ok.

Oh boy here we go
Id set the boiler temp at 180
Air out! Do all the baseboard get hot do you bleed them?
Now if you go and push a tstat up does one of the pumps turn on?
If you push up the other tstat does the other pump turn on.
And yes if you put the tstat in the freezer for a few minutes and take it out it will go up. still dont say if it works or not.
I think about here you should look in the phone book under boilers and get some one to go over this whole thing with you .I dont think you want the gas company. You need some one that knows boilers ok ED
