Question air conditioner problems

My air conditioner takes forever to cool my house, I have cathedral ceilings and I was wondering if there was something I could do about having the air conditioner run more effectively. Also I have these tubes in various parts on the outside of my house where excess water runs out when the a/c is running. But one of the tubes has red oily stuff leaking from it. It didn't do that last year, it's not a huge leak, but I don't want it to become a big problem. Can you help me?

Sounds like you may need the unit or units serviced. The red oily stuff may be an algae. When is the last time that the inside coils were cleaned?
