Water is streaming from inside heat pump unit into
drip pan every time unit kicks off, instead of going
out the piping to the outside.

Do you have a trap in the drain line there? is the pipe PVC . you can cut it near the unit and blow both ways in the pipe. just put the pipe back with a pvc coupling or you can go out side I think you said and blow back from there and see if it will open up the drain pipe. if you cant blow in the pipe you can try a shop Vac and see if it can blow back in the drain line or suck it
