Electric heater still won't blow warm air. Changed thermostat. What else is there to do? Circuit board maybe?

Without more information I'll generalize here and assume it's an electric protable room heater. I'll offer you this general tip.
Bypass the T-Stat and see what happens. If the heater functions properly, it's the T-Stat. If not...and it's a portable room heater...toss it and buy another one.
If this heater is an installed electric heat pump for the whole house, call your local heating agent for proper repairs.
