Lennox G26 Startup Problems

have had this furnace for 3 years and all was well, last night I went to start it up for the first time this season and the Combustion air blower turns real slow and the whole unit "GURGLES" sounds like there is water in the unit, I have 2 green lights that flash "normal" but when I turn up the thermostat.... nothing.

sounds like

water in the combustion motor assembly. is this a 90% furnace? is the vent PVC or metal?

Combustion fan

Almost sounds like the rain has some how managered to get down the flue into the combustion fan.
Is the cowl on the flue terminal ?
The combustion fan starts and must pull the fan switch in before the control will fire up the burner(s)
This a safety arrangment that the combustion fan is operating before gas can be lit.
