4 Level House too hot on top 2 levels

We have a 4 level row house in Washington, DC. The lower 2 levels are too cool, the upper 2 levels too warm (and vice versa in the winter). We have a central HVAC unit with a programmable thermostat and have installed a window unit on the 4th level to help balance the house (which did help). However, we are trying to find something that will help boost the airflow to the rooms on the 3rd level. Any suggestions?

Find an HVAC contractor who specializes in zoning. He should be able to give you some ideas that could be cheaper than just adding equipment. Four stories on one system though seems to be stretching most equipment manufacturers specs and though they might be able to get some results it may not be exactly as you want.
