Not really Hot water

I have a tankless hot water system in a New Yorker oil fired boiler. The system is about 12 years old. The hot water coming out of the faucets is not that hot. The boiler shows a temp of 190 but a measure of the hot water at the hot water pressure release valve is 130. Could there be buildup inside the piping of the tankless unit? The boiler was justed cleaned and tuned and is considered 80.5% efficient. Any ideas?

Check to make sure your boiler is filled all the way up, If the tankless coil is not surrounded by water, it wont heat up..you may have a bad thermometer, and / or Aquastat
