Enclosing Utility Area

I am finishing my basement which includes enclosing the Gas furnace and water heater. I know about the "50 cubic feet of combustable space for every 1000 BTUs per hour" rule. I also understand the vent location (12" from ceiling and floor) and size requirements.

I have a room with a door that is off of the hallway outside the Utility room. This hallway has the required vents for this area to be counted towards the total cubic feet. In order to count the space in the room towards the total combustable area, can the door just have slits in it, or does this room have to have vents near the ceiling and floor.

Also, Does the cubic feet in the stairs to the first floor count toward the total combustable space? There is no door at the bottom of the stairs.
