central air wont blow through vents in house

at first my central air conditioner was blowing only hot air through my vents in the house. someone came out ,put a new motor in and refrigerant. the air then blew barely through the vents ,but was finally cool. a week later, nothing was blowing at all. the ac fan runs fine. what could cause this?

Based on your limited info, I'm willing to hazard that if the fan motor replaced was the blower motor, this individual may well have installed it with the wrong rotation.
This would eventually (fairly quickly) cause the system to ice up, and block off what little air flow the reversed fan provided.
I kinda want to question replacing a blower motor on a system that from your initial described was likely only low on freon, or had a compressor fault.
If the motor was on the unit outside, it sounds like this joker didn't check the whole system like he/she should have.
