gas boiler log question

I decided today to do P.M. on my gas boiler for next season. I removerd the gas logs(4) to clean out and upon re-installing i noticed that the air vents were fully open. I had the boiler serviced last year and am assuming the Tech. "adjusted them for the best flame. however i think it odd that they are fully open. Questions: does this sound right?,Since the system is shut down,is there a starting point i could set the vents and then adjust from there? What kind of flame am i looking for?. Any other words of wisdom would be appreciated.
Thanks.

Air adjustment

This really should be done with instruments to measure O2, CO2, & CO.
