couple of quick ????

Does anyone know any names of devices out that can measure the amount of oil coming in and leaving the tank? As well as how to measure the volume of a horizontal oil tank.

Yes.

I rather doubt that you want to install any "device" that will measure the flow of oil since they are rather pricey. What you could do is install an hourmeter connected to the oil burner to measure the time that the burner is running and then multiply that hour reading by the rated size of the burner nozzle.

As for measuring the volume of the tank it depends on the shape of the tank. If it is completely rectangular then simply multiply the height by the width and then the depth in inches and divide by 231 for the capacity in gallons. If it is "sort of" rectangular with curved top and bottom then measure the part that is completely rectangular as previously strated then measure the radius of the curved portion and square that figure (multiply it by itself). Multiply this number by 3.14 and then multiply the answer by the length in inches, divide by 231 and add the result to the figure for the rectangular portion.

It might be easier to find the tank manufacturer and ask.
