Lennox G40UH refuses to light

I've got a Lennox G40UH (full model number is G40UH-36b-090-05) that just doesn't light. The fan just runs. I cleaned the flame sensor and measured the resistance across the ignitor to be 16 Ohms (which is in the normal range according to the manual). There isn't an error code/the LEDs blink normally.

Any ideas what might be wrong are welcome.

The igniter is difficult to see (behind some metal), but it doesn't seem to glow. I'm not sure about the voltage to the igniter. Is it safe to unplug the molex and place my multimeter in the outputs to measure it?
