Unhappy 2-Zone Heating Problem

Hello. New poster here.

I have a central gas heating/AC system in my home, and I always seem to have a problem with it. It has 2-zones, and it seems like only one zone ever works at any given time.

First, I don't know if this means much but the fan switch on both thermostats (upstairs and downstairs) seem to work fine whether it's in heat mode or cool mode.

In the summer time, the AC would never turn on upstairs, but the downstairs zone worked. Luckily, we had a pretty mild summer and it cooled off enough at night that it wasn't unbearable.

Now that I've set both thermostats to heat mode, the heat turns on upstairs, but it won't come on downstairs (i.e. the thermostat setting/program doesn't cause the heat to turn on).

What is the make and model for both of your zone control and dampers?

Also what t-stat is used?

Furnace? Single or two stage?
