Burners won't ignite

Carrier 58GP100 furnace. Burners wouldn't ignite and fan would run continuously. Service Tech said I had a bad control board (no power to the C, Y, GC, R, W terminals). I replaced control board myself and am getting the same problem (fan going continuously and no ignition. Here's my settings From control board to the AC unit: Red wire on C; White on Y. From the control board to the thermostat. Yellow on Y, Green on Gc, Red on R, and White on W. Anyone have any ideas on how to troubleshoot?

Update

Getting 115V to Transformer and 24v to the SEC1 and SEC2 spots on the board. Not getting anything at the thermostat control sub-terminals nor at the gas valve.

The fan is continuously blowing.
