Some ignition control modules wont start the furnace if the pressure switch is stuck in the closed position when a call for heat occurs. I wonder if the chimney draft could be high enough to cause the pressure switch to close, causing this kind of condition?

That might be an explanation for why the boiler will sometimes fail to operate.

Damper

If I wouldn't use it in my own home, I would not have suggested it. If installed properly & the damper fails to open for some reason the burner will not fire.
