Beckett AFG primary controller problem

I have a Beckett AFG oil burner that is giving me a problem. It makes a clicking sound when trying to start. The clicking sounds like a solenoid opening and closing rapidly. The sound is coming from the terminal on the primary controller.

Here is what I did:
I moved the two wires that come out of the bottom of the terminal. I cant access where they connect in the terminal. I'm guessing that they are soldered and one came loose.

Should I replace the primary controller?
