Trane XL90 time delay relay question

I have a Trane XL90 gas furnace from 1988 and I'd like to know the function of the Time delay relay(TDR).
The blower fan is presently activated only by the fan limit switch closing and this takes almost two minutes from the time the furnace comes on. When the thermostat is satisfied the fan runs untill the fan limit opens the circuit. Should the relay activate the blower fan earlier? I have confirmed that the relay just does not close and believe it has gone bad, but I'd like to know what it is actually supposed to do. The TDR is a Thermodisc 12s20h24v with H15-40 C40-80. What do the numbers mean?

Just don't understand why there is a time delay in addition to the fan switch.
Anybody??
