how to adjust type A draft control on old furnace

Pro's, I know you have an answer, how do I adjust the draft control on my oil furnace? It has a type A draft vent control with that little weight that can be threaded in or out. I noticed the nuts were loose on this weight so I tightened them, now where do I set the weight? Should the damper only open when the furnace first fires? Should it always be open a bit? I want to make sure I have it correct. I first noticed it when I fired the furnace for the first time this season, I smelled exhaust in the basement where the furnace is located. I am going to clean the pipes leading into the chimney to be safe and make sure there are no blockages in the flue also.

Draft Control

To properly adjust a draft control one needs a draft gauge but a good starting point is to adjust the weight so the damper is closed but will open somewhat with the slightest tap of your finger.
