Furnace transformer question

I have a real simple question that I am having a brain fart on. I have a transformer fed 120V from the board and is giving me about 28 volts out. Now is it safe to say that if I use my volt meter and take one side of the 24v feed from the transformer and connect other lead from meter to a ground, I would get 24v? Not on both leads from transformer, just one of the two. The other would give me nothing. This is all being done with no load attached to the 24v side of the transformer.

that sounds right, just one side.
