How do I know whether damper is adjusted properly? Is there an easy way to tell?

Damper Setting - Oil Furnace

My question refers to the damper which is in the chimney pipe, outside the furnace.

It should be set horizontal to the floor. Most have a large weighted knob for balance. Adjust the balance knob till the bottom of the damper starts to lean inward towards the chimney, then back of a 1/4 turn. Usually this damper only moves on start up then settles out after a minute or so.
