Desired temperature not reachable and cold air from the vents

We have Honeywell TH4110D thermostat which I put on permanent mode trying to reach 71 degrees. For our basement furnace, I can get up to 68 then colder air starts to blow and temperature goes down again. Below is the picture of the furnace. Is there anything I can check from the furnace? I'm pretty sure it's not the thermostat because I have the exact same thermostat upstairs for the attic furnace and I've tried switching them. I also checked the voltage of the wires that connect to the thermostat which is in normal range. I also reset with the circuit breaker. Please help. It's freezing in Chicago. Someone mentioned the burner might be the issue here.

does the furnace do anything during a call for heat? have you checked for a flashing led code which is visible through the window in the lower door of the furnace

Yes it flashes. Furnace runs but does not produce the usual warm air but lukewarm air then once the tem reaches 67, it blows cooler air.

Code reads system lockout (retries or recycles exceeded). What does this mean?

most likely it means the flame sensor need cleaned. Flame sensor sits in front of the burners and looks like this. . Remove it and clean it with a dollar bill. put it back in. and try to use system again. OR it means the hot surface ignitor has failed. you would need to check the resistance of this to know if it has failed. Or you can look at it to see if it is cracked/failed. FOREWARNING Ignitors are FRAGILE. Do not touch anything besides the porcelain and be extremely careful if handling one of these. .

there are some other things it could be, but these are most likely.
