Smart Valve problem?

Smart Valve problem?

My burners don't always light or go out before the desired temp is reached.

Sometimes there's the sound of running water that goes on and on but the pilot and burners don't light. And some water leaks and pools; more than I would expect, but it seems to evaporate and not cause any problems.

Does this sound like another smart valve problem and is that a very costly repair? I won't attempt it myself.
