Heil GH-100AE-7R gas furnace with issues Please Help!

Hello, I have a old Heil with the following symptoms.
When the thermostat sends a signal to kick on the furnace:
1. The burners come on and heat for approx 4 minutes.
2. At this point the blower is off.
3. The blower then comes on.
4. When the blower comes on the burners go off.
5. After 60 seconds with the blower running the burners come on and light with a "whoosh" that sends the flame outside of the furnace.
6. It runs fine until the tempurature is met.

I had a service guy come by today to tell me this was "normal" and charge me $220.00

Is this normal?

Here is the sequence of events in real time hh:mm:ss

10:02:50 Burner comes on, blower is off
10:05:43 Burner turns off, blower turns on
10:06:45 Burner comes on, blower remains on

Ignition and "whoosh" flames shoot out of the furnace.

Any HVAC gurus that can comment?

Do you have a multimeter and understand how to measure 24 VAC and 120 VAC with it?

Yes, I have a Mulitmeter. What do I need to test?
Could the "rollout" be due to to much gas pressure to the burners?
If so, is this adjustable? And how?
Thanks for the reply.

Using the furnace sheet metal as a ground, connect one test lead to ground and set you meter to read 24 volts AC or more.

Use the other test lead to see if the 24 volts from the pressure switch is shutting off when the burners turn off.

What is the model number of the furnace from the rating plate in the burner compartment?
