Blower Noise

The blower in the furnace is a two speed blower. When on low speed it makes a whining sound that pulsates; sometimes in a regular pattern, someitmes in a raddom pattern. The sound is not loud, but can be easily heard. Is this indicative of a potenital motor failure?

Noises are tough to diagnose on the internet.

Is this the small fan that circulates combustion air through the furnace or the large fan that circulates heat through the house?
