Yeah.....take a saw to it 
First you have to identify which service it is.......is it natural gas ?
Do you just want it removed with no further access to it.
Is there a basement below.
Is there a valve on that pipe.

I would investigate what the pipe is connected to with care before taking a saw to it.
Reminds me of a gas company installation crew that was obstructed in installing a new gas main by some concrete they found in their ditchline.
The took a jackhammer to it to break it up. It turned out to be a high pressure sewer line.
