GMH8060 goodman furnace gas valve not opening

I have observed the following sequence of events. Can this be something other than the gas valve itself?

Sequence:

* Code LED steady
* T'stat calls for heat
* Flue fan comes on
* Igniter begans to glow
* After 7-10 seconds, 26 VAC appears across brown and blue wires
at the gas valve electrical plug.
* About 3 seconds or so later, 26 VAC drops to 14VAC and igniter drops out.
* Furnace repeats this sequence 2 more times then goes to periodic single blink
on code LED and remains off.

Question: This is the first time I've had a problem with a goodman furnace. Is there any other possibility besides a bad gas valve? This unit was installed in November of 2012, less than six months ago. It is warranty registered, but I would like some feedback before I make a claim. This is Texas, and prior to this date, the furnace was idle for a week or two. The problem started with the first attempt to use it after the idle period. Gas supply seems plenty strong.

Rich is puzzled at this time.

it's not the gas valve...........It could be that it just needs simple flame sensor cleaning. Remove and clean the flame rod with 000 steel wool.
