hot surface ignitor won't light up

This morning I woke to a very cold house and the furnace was running, but blowing cold air. I observed that the hot surface ignitor is not lighting. We replaced it with no improvement. It seems the furnace is not even giving the ignitor the opportunity to light before the blower goes on and starts blowing cold air. We tried pushing all the reset buttons, also tried taking out and tapping the limit switch all with no success. the red light on the control board is also blinking 3 times. Anything would be helpful at this point I've run out of time and knowledge.

Post your make and model number so that we can look up 3 flashes.
