heat baseboard-water come out valve

heat baseboard-water come out valve

Water comes out from the heat baseboard valve(hole). Please see attached photo. I connect garden horse now, so the water can flow into the bucket. But why the water come out there? The Red valve is turnned off. Is there anything I can do to repair this problem? Thanks for any input.

Welcome to the forum.
I can't say I have ever seen a valve like that at the baseboard (bare in mind, I'm not a heating pro).
Is the valve and where the hose connected to one piece?
Could replace it if it does serve a purpose that I'm not aware of. Otherwise I'd take it out.

Also noticing that this baseboard looks like a high output, but is missing fins on the top row.
