Advice please on heater problems

I have a heater I am trying to fix and need some advice. Its a gas home heater with the name Winchester on it and model #G8T10012UHB11A. When the heater comes on it will run normally until it is time for the blower to come on. It will twitch but not start. If I reach in and give it a spin at that point it will start up and spin. The board gives errors at different times but mainly the error is a lockout error. I replaced the capacitor and the motor without change. Is it the board? I haven't checked voltage at all... probably should have done that before replacing the motor. Any thoughts would be appreciated

Sounds like you have a bad fan motor.

Whoops. I read it as "the capacitor ON the motor".

What Chilrais describes is classic weak capacitor but with it & the motor being new, the chances of getting a bad motor are greater than getting a weak cap. Neither is unheard of.
