No heat, due to space heater valves?

No heat, due to space heater valves?

I recently moved to a condo and seem to be experiencing an issue with the heater.

Problem: "cool" air comes out of the vent when heater turned on.
Source: Gas water heater

I was told by a neighbor that I may need to turn or open a valve on the water boiler. On the water boiler itself, I noticed two pipes, one for service heater inlet and one for outlet. The valve for outlet is off, and inlet is on. Do I need to then just open the valve for outlet? I've included a picture of what I'm exactly speaking of.

Any help would be appreciated!

Open it and see, bet you'll have heat in a few seconds.
