Furnace Won't Start Yellow Blinking Light

I'm a furnace newb and I need HELP!

1. In which area you live and ambient temperatures you usually experience. Houston, TX 30 degrees

2. House style and construction details. 2 Story House. 2 Furnaces in Attic One for downstairs and one for up
3. Make, model and age of equipment related to the problem. Carrier Performance Boost 80 only 2 years old
4. Fuel type. Gas
5. Water temperature and pressures of boiler systems. n/a
6. What type of zoning do you have with your boiler system. n/a
7. Thermostat type.
7. Anything else that would be useful. No detail is to small. The more information you provide the easier it becomes for the professionals in this forum to determined the cause and correction to the problem.
The furnace for downstairs works fine. The one for upstairs isn't lighting at all. If I turn the fan on the blower will blow (no light). If I turn the thermostat higher than the temp reading on auto nothing happens. I turned the furnace switch off and then back on and it sounds like it tries to do something (no clicking though) for about 10 seconds and then the yellow light blinks and it does nothing. The yellow light is blinking fast and I think it is a steady blink so I can't determine if it is blinking a code or not.

Somewhere on the furnace or control should be a key to what the blinking light means.

Page 42 has the trouble codes but I see it in your picture.

Would you say that it is just a rapid flashing?
