How to clean blower fan?

I have Gas Fired Furnace, High Efficiency Upflow GUG Series: GUG141A020. Snyder General Corporation; Model Number: U48A00.
My blower fan does not seem to turn as smoothly as before. When I turned the blower wheel by hand, I can hear slight noise and a little hesitation turning. Sometimes the blower fan does not turn on. It seems the furnace runs fine once the blower starts.
I opened the furnace and turn the blower by hand this morning, and it worked for a few hours and than stopped again.
Do I need to clean the blower motor or the blower section? If yes, how do I clean it? Do I need to unplug everything, take it out and clean with Warm water?
Is it possible that the blower motor is bad or the blower wheel might be bad?

Your blower wheel is more than likely ok. Sounds as though the motor bearings are starting to cease. You can pull the motor and check for oiler ports and oil them. If there are no oiler ports, then it is a sealed bearing motor. Oilers or not, I would change the motor as the damage to the bearings has already been done and oiling would only be a temporary fix. Have you checked the run capacitor for the motor? A bad run cap would cause the hard starting symptom.
Never clean a motor or anything electrical with water. Blow out motor with high pressure air. You can clean the wheel though.

I had a Tech look yesterday. He said the bearings were OK in the motor, the capacitor was OK also. But, He said it seems like some electrical problem in the motor. He told me 225 for parts and labor (to replace the blower motor). Couple of other places said in the 275-300 range. Does that seem reasonable? Motor only is about 100 dollars.
My furnace is about 10 years old. How long does furnace normally last? When should I have to change the furnace?

The price for a motor replacement is about right. Alot of hvac companies have gone to a base price thing. I've seen them over 50 years old. Depends on alot of variables as to how long they last. Put the motor in yourself and save a hundred bucks.
