can i replace robertshaw gas valve 646a-w with 646a-x

Probably, but link us to the specs. Minimum - the flange-to-flange dimensions need to be the same. There could be other differences. Why are you replacing the gas valve?

The gas company said that thers a leak in it and its leaking gas. I dont know were to find the specs. I just dont have any money to pay anyone to do it and bought one on ebay but didnt realize that it was a (w) on mine. The one i have is robertshaw gas valve 646A-W carrier 301273-720 and the one i bought is 646A-W carrier 301273-702

I can tell you that the new replacement valve will replace both of those part numbers.
It looks like those valves are similar in design and operation. However, you would need to adjust the pilot flame as it's adjustable and possibly the main gas pressure regulator which is also adjustable.
Hopefully the valve you purchased used is working correctly.
