Armstrong 80 - False Flame error code

Armstrong 80 - False Flame error code
I have an Armstrong 80 gas furnace. The furnace fan comes on, automatic pilot lights, but the furnace never starts. The fan will just continually run until I notice that the furnace has been running, it is getting colder and not hotter, and shut it off. The error code is 1 - false flame. What does that mean? I can see the pilot is on. I know that the gas valve is on as obviously the pilot is lit.
When I remove the furnace cover, it will cycle fine.
I also tried to replace the air filter with no success. Is this a flame sensor?

Welcome to the forums.
Armstrong 80 is a furnace series..... look inside the unit near burner for full model number.
OK LED (green) blinks to indicate the following faults:
1 flash followed by a 2 sec. pause: 1 hour lockout.
Check and clean flame sensors, check ignitor, ignitor position, gas valve voltage
