I am in the process of redoing my basement. All of the utilities ( breaker box, gas furnace and water heater) are behind solid bi-fold closet doors. I would like to move the "wall" almost flush with furnace and install louvred doors to compensate for the change in air flow. Is there any reason why this door cannot be inches away from the furnace.

The furnace installation manual will specify minimum clearance to combustible materials, this would be the absolute minimum. It may also be on a label inside the furnace. As others have stated, the other consideration is service and replacement access.

I bought a home with a furnace that had folding louvered doors. It had plenty of air, but one day I needed work to be done and had to remove either the wall or move the furnace out. - The wall was taken out temporarily. Burners could be accessed from the front, the fan from the rear and the filter from the side.
Since you have an electrical panel there is a requirement for open space in front of that in any case.
Being able to take the doors off is a step in the right direction, but you have to look further for access.
A sketch of what you are faced with and considering (with dimensions) could be valuable to get a specific answer. Pay attention to access for changing filters and possible fan repairs or service.
