This is still with the jumper connected... Keeping the blower plugged in, I get around 240v from black (cool) to all 3 white neutrals on the board. Same with red (heat). I'm guessing that's the white wires I use to test because before I was testing at the plug with the blower unplugged. The blower will start if I give it a push by hand and it stays running until I turn off power.

I believe you said you replaced the capacitor..... that leaves a tired motor.

I replaced the motor with a brand new unit today and it's working fine so far.
