My A/C is not blowing cold air

I have an electric A/C unit that recently hasn't been blowing cold air. I have replaced the filters and cleaned the air ducts but nothing was working. Today I saw that my pipes were frozen where the air blows on the outside where the fan is. Is there any way that I can fix that or will the unit need to be replaced??

Turn cooling off

and place fan switch to on.Tomorrow set cooling to on and check for cold air.If air flow feels weak your cooling coil may need a cleaning.If problem reoccurs system may be low on freon.Make sure you are not setting tstat to low.PDF
