Gas Furnace not turn off

Is there any reason why gas furnace doesn't turn off when set to off from control, but have to set to fan and then it turns off? Is there something wrong with the control ?

Please give us more info on the make and model of your furnace.

Have you checked the thermostat to be sure that the fan is set to auto?

If the high limit switch has tripped, that can cause continuous operation.

Please provide specific model numbers for the controls you are operating in your description.
As a side, if the high temperature limit switch operated and the furnace continued to run, turn off power to furnace and have high temperature limit switch replaced before using the furnace again. It is the last line of defense your furnace has before self destructing (and possibly the house).
