Flame coming out of the bleed hole of a carryover tube.

Flame coming out of the bleed hole of a carryover tube.
Hello.
We have Luxaire unit for cooling and heating. The model is DGUC-T060N125B. We getting the system to start but we have either of 2 situations.
Situation 1
When it starts the inducer motor starts and the igniter also. After couple of seconds the valve open the pilot line and the carryover tube is on with flame. Then the burners start and all is good for about 20 seconds until flame start coming from the carryover tube's bleed hole (see picture). We cannot let it stay like that so we have to turn the system off.
Situation 2
When it starts the inducer motor starts and the igniter also. After couple of seconds the valve open the pilot line and the carryover tube is on with flame. After 20-30 sec it shuts off without turning the burners on.
We replaced the gas valve to newer with no change. What you recommend to check or replace to fix that problem?

Look at this link for the part with the bleed hole (that's how they call it).

There is a hole on 2 sides of the carryover tube (like a window). It is right at the connection with the pilot aluminum tube from the valve.
