Intermittent oil burner pause

My furnace kicks on as normal, sometimes maybe one out of four or five cycles it will stop for a second than continue. So, furnace fires up, stops firing for a second than fires right back up. It does this before the fan kicks on. Once the fan kicks on, everything runs fine.
its a Beckett oil burner, AF model I believe for a small mobile home in Maine. Forced air.
I replaced the nozzle and electrodes this summer while giving it a good cleaning.
The previous year I would get the red light on the burner every now and then, hit the reset button and all would be fine. I adjusted the air flow and didn't have any further issues with it shutting off.
Now that it's getting 30 and colder I'm worried about it completely shutting down while I'm not home. I'm just not sure what could cause the burner to just stop for a second than continue as normal.

My first guess is primary control next is fan limit. Good luck.
