AC system noise

My central AC system makes a noise like rushing water in the lines between the attic coils and outside compressor. The noise seems to be getting more pronounced. Is this sound normal, is it sound of an improperly designed system, or is it the sound of a costly problem.

If the unit is running, it sounds like:
Bubbles in the liquid line. This is caused by a shortage of refrigerant in the system. This wastes energy. If your unit is 50% too big (i.e. average) the unit may cool just fine because the typical oversizing will hide this problem (and others as well...but at a premium in cost. The waste has to exceed 50% before you can see that something is "wrong".
If the unit has just turned off, the gas pressures may be equalizing and the noise is normal. If it doesn't bug you, don't worry.
