Check valve failure

Can a failed check valve result in losing the prime in a fuel oil fired hot water boiler? I was suspicious of the check valve in my system so I removed the guts in the valve and reinstalled it. My boiler ran for 3 weeks and then started locking out again. A new check valve is on the way but not installed yet. My tank is underground, full to the brim, and lower than the fuel line that feeds the boiler. Fuel filter has been replaced. Boiler pump is putting out 100 psi when it works. Fuel oil filter canister is about 1/2 full when I open it up. All gaskets on the fuel oil filter canister are new and tight. I can draw fuel oil from the tank through the fuel line with a hand pump. Bleeding the pump produces mostly air after the lockout. A new pump has been installed. I have checked all the flare fittings carefully for air leaks. Have replaced the nozzle and the cad cell. I'm running out of ideas. Any suggestions?
