Metal plate by oval stack head?

Metal plate by oval stack head?

Hi all. I am planning to add a return wall vent in the living room. There is an existing return wall vent in the room and I looked at how that was installed. Looking up into the basement joist bay, I found a metal plate along a flat side of the oval stack head (#5 in the picture). The house was built in late 80's. Currently, the living room has hardwood flooring. It might have been carpeted at one point. My guess is this metal plate was put in place to support flooring because the hole in the subfloor was way oversized.

Could there be another reason why a metal plate was there?

It looks there was a floor register and it was removed to put the duct in the wall.

You wouldn't cut that out now to install a duct in the wall.
You'd need to stay within the yellow lines.
