Is it ok to cut a hole on the seam of a round duct?

Hi all. I am planning to add a return duct in the living room. One option is to connect the new vent to an existing return branch running not too far from the planned vent. The branch is an 8" round duct. The branch return duct and a branch supply duct are inside a box/soffit and I only have access to the top of the return branch. This section of the branch was installed with the seam on the top. Is it ok to cut a 6" hole on the seam? If so, do I need to take any precautions so the seam won't pop open?
