York YP9C Gas Rate Issue

My YP9C modulating furnace will run most times, but will get the 8 flashing red light code, flame loss error randomly. I had a technician come out and said it could be a pressure switch or control board. He said the gas pressure was good. I cleaned the burners, blower, condensate trap, changed the control board and changed the pressure switch. Still had the issue so I then checked gas pressure, the inlet pressure is at 7.7"" w.c. Running in test mode at 100% the manifold pressure is at 3.5" w.c. which is right at the max. When I run test mode at 70% or 35% rates I get 1.7" w.c. (about 48%) and 0.14" w.c. (only 4%), respectively. I would assume this is a gas valve issue, but wanted to make sure prior to replacement.

Welcome to the forums.

The 8 flash fault code is flame signal lost five times.
Not a pressure switch issue as that furnace has pressure switch diagnostics.
That board has excellent diagnostics.
It should have stored fault codes before the 8 flash code was stored.
That is a tough furnace to work on and many techs are unfamiliar with it.

I'm not clear on where you measured the pressure.
You don't want to see any sag on the incoming side of the valve.
The manifold to the burner will be lower if you are running on less than 100% fire.

Knowledge base.

At first when he mentioned the pressure switch I thought it seemed odd since it was going through the initial startup phase correctly. It's only when it modulates to a lower rate after startup that it will lose flame. I took the manifold pressure from the outlet pressure tap on the gas valve.
