Question expansion tank

I have cast iron baseboard heat with an expansion tank
mounted on the ceiling of my basement. It sounds mostly
full (i knocked on it) should this be drained annually?
Should it be fully drained or partially?

It should be drained COMPLETELY on a yearly basis. Close the valve between the boiler and the tank, and drain it. Open the valve between the boiler and the tank again and let it refill. Adjust the pressure as needed with the manual fill valve or let the automatic filling valve do its job.
