Interesting heater. A bit involved. Looks to have a hot surface gas igniter.
It also looks like it uses the same igniter to sense the flame.
Go to this link.
The site is in frames. I can't give the direct address.
Click on "installation instructions"
Click on upper "MG1" to download pdf manual.
Roughly around page 22 they discuss control boards. Several are used. You will need to identity yours. There is a yellow light discussed and it may be the one you see blinking. It's supposed to tell you if the flame sensor is sensing ok.

burner short cycle
I have the Nordyne 1021575R control board, pulled the igniter, cleaned it ,there was nothing really on it, installed it, started unit, went through it's cycle, iginiter came on, gas valve opened, burner lite, checked voltage at gas valve, zero volts unit unitl gas valve signal , came to 25.93 volts, ,opens to a low-fire position, and ran about 8 seconds gas valve shut ,dropped voltage gas valve never to high-fire,

Ok. What was the flame sensor (yellow) LED doing ?
What code did the red LED display ?
You have a smart board there.
Cleaning a hot surface igniter doesn't usually change its surface resistance but can crack it.
