Room AC has ice on fins

I have a large room air conditioner, mounted thru the wall. It's only 2 years old, has just recently been lagging in it's cooling ability and today had ice build-up on the fins just behind the filter. I cleaned out possible cottonwood fluff and leaves from the outside and have always kept the filter clean, have turned control to just "fan" to melt the ice. It still ices up. Is it low on "freon"? Is this the R-22 stuff that is no longer available for the average Joe to recharge with?

yes, The outside, and inside coils need to be cleaned, as well as the air filter, low fan speed can increase freezing ability, or a low charge. and No, there is no R-22 an "average Joe" can use to recharge a system, besides, the system is factory sealed, there may or may not be service ports, special piercing valves must be installed to check refrigerant.
