Modulating Thermostat

Is a modulating thermostat available for electric basebord heating units?--This is my conception of such a system----The modulating thermostat would increase or decrease the D.C. field of a saturable reactor as the themostat deviated from the set-point so that the A.C. output voltage to the heaters would be proportional to the set-point deviation. When the thermostat deviated from the set-point because of a drop in room tempearture the output voltage would increase. An increase in room temperature from the set-point would decrease the output voltage.
